Shawo Island national offshore fishing base was approved by the state in March 2016, and construction began in 2017, and was included in the provincial government's major project for the conversion of old and new kinetic energy, becoming the second national offshore fishing base in the country.
With a total investment of 5 billion yuan, the base covers an area of 3.5 square kilometers, highlighting industrial agglomeration, product distribution, resource integration, industrial upgrading and other functions, adhering to the concept of information technology, industrialization ideas, industrialization direction, and service system, with the operation mode of "Internet +, ocean +, standardization +", to build the largest modern ocean-going fishery comprehensive base in northern China. The base is divided into four functional areas: central fishing port, deep processing, trading market and comprehensive service.
Central fishing port functional area: the main construction of Shawo Island central fishing port, aquatic products special wharf, Beihai rescue wharf, Beihai rescue Rongcheng Center of the Ministry of Communications.
Deep processing functional area: The main construction of aquatic products deep processing park, seafood cold chain logistics park, Zhejiang University Marine Biotechnology Industrial Park, Marine food high-tech industrial park, dry seafood processing park, ocean fishery technology innovation center, ocean fishery e-commerce center.
Trading market functional area: The main construction of Northeast Asia aquatic products trading center, fresh aquatic products trading and auction area, Beijing Huaxia cold chain storage center, offshore aquatic products bonded zone, offshore materials bonded supply base.
Comprehensive service functional area: The main construction of Sinopec bonded oil supply base, ocean-going ship repair center, national open port, harbor industrial park, base service center, ocean-going fishery talent training center, Sushan Island National Marine ranch, Jinghai coastal eco-tourism development zone, coastal cultural tourism health center, Jinghai fishing port town business center.
The base has completed the first phase of investment of 2 billion yuan, A 42-hectare central fishing port of the harbor, a ship repair center with an annual capacity of one million deadweight tons, a cold chain logistics park with a storage capacity of 350,000 tons, a squid deep processing workshop with an annual production capacity of 100,000 tons, a dry seafood processing park with a total area of 60,000 square meters, and a Marine biological processing park with an annual output of 200,000 tons have been built, and the four functional areas have been fully put into operation. It can berth more than 2,000 domestic and foreign fishing boats at the same time, and achieve an annual turnover of 600,000 tons of aquatic products, with sales revenue of more than 10 billion yuan.
At present, according to the guidelines of unified management, graded operation, open cooperation and coordinated development, the base is making every effort to build Weihai Northeast Asia aquatic products trading Center and Shawo Island National Fishing Port economic Demonstration Zone.
Weihai North East Asia Aquatic Products Trading Center gives full play to its advantages in location, resources and industry, builds a high-level open cooperation platform, effectively gathers industry, technology, talents, capital and other resources, fully integrates into the new development pattern of mutual promotion of international and domestic double cycles, and carries out spot trading and futures trading of imported seafood, self-caught fish and bulk aquatic products. Integrate and gather global aquatic product resources, vigorously develop the business of resource repatriation, transit trade, bonded processing, circulation and trading, and build a transfer station and distribution station for the import and export of fresh and frozen aquatic products in Weihai, Japan and South Korea and other countries and regions, and build the base into a "fish basket" for the people of the whole country.
Shawo Island National Fishing Port Economic Demonstration Zone focuses on the construction of fishing port functional area, intensive processing area, trading distribution area, comprehensive service area, fishing customs experience area and other five areas, set up special customs supervision area and free trade area, improve the overall function of fishing port, improve the infrastructure of fishing port, implement intensive, large-scale, integrated management. Adopting the cooperative and joint-stock operation mode of fishing vessels attached to fishing ports, attracting excellent private enterprises as well as individuals, consortions, natural persons and shipowners to join, conducting unified acquisition, storage, transportation and sales, providing "one-stop" and "one-stop" standardized services for partners and fishing vessels, and realizing shared interests and common development.
The central fishing port of Shawo Island was built in 1978 and took shape in early 1982. In early 1990s, it was qualified as a first-class fishing port. In August 2010, it was approved by the Ministry of Agriculture as the first batch of "National civilized fishing port"; In November 2013, it was jointly approved as a provincial modern fishery park by Shandong Provincial Department of Ocean and Fishery, National Development and Reform Commission and Department of Finance; In 2015, it was approved by the National Development and Reform Commission and the Ministry of Agriculture to build the central fishing port, which was completed in September 2019 and passed acceptance in August 2020. At present, the fishing port has 24 fishing berths with a total length of 1,080 meters and a harbor pool of 42 hectares, which can meet the needs of 10,000 tons of ocean-going fishing vessels. The port area has perfect facilities such as power supply, oil supply, water supply and drainage, fire protection, communication, navigation guidance and other facilities. In July 2022, Shawo Island Central Fishing Port successfully obtained the fishery port operation license, becoming the second fishing port in Shandong Province and the first fishing port in Weihai City to obtain this qualification. In August 2022, the provincial coastal Office approved the opening of berth 1-7 of Shawo Island Central Fishing Port, and Shawo Island Central Fishing Port became the first fishing port in the province to be approved with this qualification.
Shawo Island Central fishing port based on the strategic basis of expanding domestic demand, fully integrated into the "big cycle, double cycle" new development pattern, with online and offline, domestic and foreign, buy and sell global trading mode, integrated and gathered global aquatic product resources, the use of overseas bases cold chain advantages of aquatic products processing, circulation, trading, etc., to meet the national people's "fish basket" needs.
Jinghai is located in Rongcheng City, Shandong Province, by the bank of Jinghai Bay, longitude 122° 15’e east, latitude 36° 52’n, surrounded by the sea on three sides, coastline of 30 kilometers long, sea area of 155 square kilometers, land area of 60 square kilometers, jurisdiction of 43 residents and administrative villages, permanent population of about 50,000. Jinghai has abundant Marine resources and a long history of Marine culture. It is a famous coastal leisure resort in Jiaodong Peninsula.
Jinghai fishing port Town takes Shawo Island National ocean fishing Base as the carrier, highlighting the function of "rural revitalization" and the coastal characteristics of the fishing port, and was approved by the Shandong provincial government as the first batch of provincial characteristic towns in January 2017. The town plans a total investment of 3 billion yuan, covers an area of 5 square kilometers, the sea area of 200,000 mu, the construction scope of the east to JiudingTiecha Mountain, west to Fenghuang Wei, south to Sushan Island, north to Zhangjiabu port, to create a fishing port with distinctive characteristics and perfect coastal services of the beautiful Jing Bay. With JiudingTiecha Mountain, Sushan Island, Fenghuang Tail and Jinghaiwei Ancient City as the core, the town integrates many tourism elements such as mountain, sea, island, reef, beach, fishing port and ancient city. It is a national recreational fishery demonstration base and a provincial recreational sea fishing comprehensive fishing ground, and is a large-scale coastal leisure tourism resort in Shandong Peninsula.
